This Training Programme was part of the ICCI Work Plan and in line with the 10-Year Program of Action of OIC to promote Intra-Islamic Trade to 20% by the year 2015. The overall goal of the Training Program was to enable the Chambers of Commerce and Industry of African Countries, to offer a wider variety and higher quality of services to their Chambers so that the African Members can play a more instrumental role in the development of private sector in their respective countries.
The main purpose of the training program was to introduce good governance practices and to introduce Quality Management System (QMS) so that stakeholders associated with such chambers can facilitate efficiently and resourcefully. It also aimed to align Chambers of Commerce services and facilities with individual OIC member countries’ directions based on their long-term development strategies and requirements. Another objective of the workshop is to help various chambers in achieving sustainability so that they can be meet upcoming challenges and support their members.
The Training Program was attended by 27 trainees from National and Regional Chambers of the Republic of Uganda, in addition to five trainees from African Chambers of the Member Countries namely Benin, Cameroon, Djibouti, Gambia and Sudan. A representative of Islamic Trade Finance Corporation (ITFC) has also participated and made a presentation at the said Training Program.
Recommendations:
• Islamic Chamber of Commerce and Industry should assist the Chambers of Commerce of the Member Countries to upgrade the skills of their management staff by undertaking the capacity building initiatives, like the training programmes organized by them in Uganda.
• The Chambers of Commerce & Industry of the African Region should further devise action plan to promote linkages, not only within the region but also at the global level, in order to build strong information network system. In this context, ICCI’s efforts through various programmes may be further strengthened and enhanced.
• The Chambers of Commerce of OIC Countries and particularly of the African Region should create strong linkages amongst themselves and within the forum of ICCI to create strong lobbing / advocacy mechanism for highlighting the issues being faced by them in promoting trade and their government authorities to introduce trade & investment friendly policies. Each Chamber of Commerce should strengthen RND wings to promote this concept.
It is worthy to mention that the ICCI and ITFC agreed to hold Workshops to train the Chambers to further enhance their role as Trade Promotion Organizations.
In line with the objectives of the International Islamic Trade Finance Corporation (ITFC) and the Islamic Development Bank’s vision to increase Intra-Trade and promote trade cooperation among Member Countries, and to complement the efforts of the IDB in the same area, the Islamic Chamber of Commerce & Industry has been conducting regional training programs in various areas over the past several years and in this regard our special focus is on Africa, as it is a region with immense potential that needs to be tapped.
Till now, the Islamic Chamber had organized the following three (3) Training Programs for the staff of Member Chambers in Egypt in May 2005, in Qatar in June 2006 and in Kazakhstan in October 2008, in cooperation with the Islamic Development Bank (IDB) and ITFC and the National Chambers of Commerce of the Member Countries.
